Plough Goes to Appeal

Hampshire's highest pub, The Plough Inn in the village of Ashmansworth, received a short stay of execution from conversion into a 4-bedroomed house after a concerted campaign by village residents and local CAMRA members. The planning application to Basingstoke & Deane Borough Council was refused - but the landlord has now lodged an appeal with the Secretary of State for the DTLR.
The Plough is a fine traditional free-house, which was run by a dedicated landlord with quality beers mainly from Archers. All are served in the traditional manner by gravity from stillage behind the bar. It is a regular Good Beer Guide entry and a recipient of several awards.
Ashmansworth has no other pub, nor are there any shops remaining, and Basingstoke & Deane Borough Council refused the change of use in accordance with a number of its planning policies. |

The landlord is claiming that the pub is unviable, whereas the pub's supporters claim that much of this is a direct result of his own actions.
With planning permission as a house, the building is worth perhaps £100,000 more, which would go to the landlord and the village would lose its only pub.
Is this right?
